Japanese fighters scrambled 944 times in the year ending March 31, the second-highest number since records began in 1958. Both Russia and China's defense budgets have increased aggressively in recent years. Chinese defense spending rose 167 percent from 2005 to 2014. Russia's rose 97 percent over the same period, while Japan's decreased by 3.7 percent, according to the Stockholm International Peace Institute. Japan is planning a slight increase in defense spending, with plans to buy more long-range patrol aircraft, cargo jets and helicopter carriers as well as V-22 Ospreys and F-35 stealth fighters. Russian combat planes frequently stage incursions near Hokkaido and the disputed Kuril Islands, and also commonly fly around the Japanese mainland. Chinese incursions have been focused on the East China Sea, near the disputed Senkaku islands, which China claims as the Diaoyu Islands. SOUTH CHINA SEAA U.S. Navy warship sailed through the South China Sea this week, prompting yet another angry response from China, which claims almost the entire region as its own. Disputed islands in the South China Sea are claimed by at least six countries: the Philippines, Vietnam, Brunei, Malaysia, Taiwan, and China. According to a report compiled for the U.S. Congress, China has undertaken large-scale land reclamation in the area since 2013, creating seven artificial islands in two years. The Wall Street Journal reports that on Tuesday, missile destroyer USS William P. Lawrence traveled within 12 nautical miles of Chinese-occupied Fiery Cross Reef. Fiery Cross is a 700-acre man-made island with a 10,000-foot military runway, deepwater port, and other military facilities. Given its extensive infrastructure, it is presumed to be the future hub of Chinese military operations in the South China Sea. The U.S. has said the operation was conducted to exercise freedom of navigation rights in the area, which are reportedly being restricted by excessive claims in the region. Fiery Cross Reef is claimed by China, Taiwan, Vietnam and the Philippines. Except for the Philippines, the rest of the claimants all require prior notice for transit rights within the 12-mile zone, according to the New York Times. China responded to the U.S. destroyer’s passage by mobilizing two fighter jets and three warships to shadow the vessel, reports Reuters. China doesn′t really seem to be concerned about other countries territorial claims in the South China Sea. Beijing is claiming a massive swath of territory that contains major shipping lanes... and reinforcing its presence by building islands... it claims are largely for civilian use. Just yesterday, China landed two commercial jets on Fiery Cross Reef... to see if the runway on the reclaimed island is up to standard. The reef is in territory claimed by the PhilippinesTaiwan and Vietnam. Philppine Foreign Secretary Alberto del Rosario said if China′s expansion is not challenged... it could impose an air defense identifcation zone in the territory. British Foreign Secretary Philip Hammond visited the Philppines this week and said all parties should respect international law. ″Freedom of navigation and overflight are non-negotiable. They are red lines for us, we will maintain the position that we as an international maritime and trading nation enjoy freedom of navigation and overflight in the South China Sea.″ Hammond also said Britain doesn′t take sides in the disuptes... and urged countries in the region to exercise restraint. Analysts say the runways would be long enough to handle long-range bombers and transport aircraft as well as Chinese fighter jets. The development would give China deep presense in the maritime heart of Southeast Asia for the first time. Two Chinese J-10 fighter jets flew within 100 feet of a U.S. Navy P-3 surveillance plane approximately 150 miles southeast of Hong Kong in international airspace this week, ABC News reported citing US officials on Friday. The official said the Chinese fighter jets were “unsafe” in their actions toward the U.S. reconnaissance plane Wednesday. One of the Chinese jets flew out in front of the Navy plane before conducting a series of slow turns which the American crew considered unsafe, the official added. Describing why cutting off another plane at high speeds in the air is dangerous, the official said, “You don’t know what the other person is doing.” The close call unfolded before a U.S. Navy destroyer sailed near a contested island in the South China Sea early Thursday, according to the official. Back in February, a Chinese early warning aircraft and U.S. Navy patrol plane had what the U.S. called an "unsafe" encounter over the South China Sea. Each of these close calls unfolded in international airspace. Such incidents have occurred occasionally over and within the South China Sea, which China claims virtually in its entirety. On Thursday, China's defense ministry accused Washington of militarizing the South China Sea region, following the sailing of an US Navy destroyer near the disputed Spratly Islands chain. The USS Dewey sailed within 20 kilometers (12 miles) of Mischief Reef in the Spratly archipelago. Chinese frigates tracked the destroyer and issued a warning, urging the vessel to leave the area, according to media reports. China and several US allies in the region — namely Japan, Vietnam and the Philippines — have competing claims to the maritime borders and responsibility areas in the South China and East China seas.
